The signed petitions went to the Congress and to each addressed congressmen.
The number of participants indicate the will of the people willing to speak up. Each of the Congressmen cares (if not about the issue) about their political career and reelection, and should be influenced by the petition.
Not to say, that the conspiracy theorists give us ideas of total corruption of the government. They should vote the way we tell them, because they are our representatives.
If they will not, unfortunately, the only thing you can do is to campaign against them next time.
Some of the democrats went home to their townhall meetings and were embarrassed by constituents telling them not to turn USA into socialist country. You can do this now, before the vote takes place...
