There are at least 100 valid temperature charts from different sources of the temperature going back to 1880 or so..
The only charts that are debated at 1000 year charts.
Gera, the constitution states ( i assume you are talking about amendment 14 ) that no state should make law to deny the us citizens rights without due process.
The constitution as a document speaks to the powers and responsibilities of the government not the citizens.

There is no any indication of any temperature changes caused by humans. The last year was the coldest in years - it is a fact! The population of polar bears is increasing- that is a fact! The water level in the ocean is not raising - that is a fact!
Science is not your statistics, it is set of facts.
It is also not open for vote, only for discussion. You cannot tell me that 95% of people you know are for it. It is the same as saying 4 x 4 = 5, and ask for voting for it. I bet you in the first grade you will find plenty of kids voting for it. It does not make it correct answer.

1) the ocean water level is rising, it's a fact. It's up about 1 foot over the last 100 years. And 470 feet over last 10,000 years.
I think the current rate is about 1sm/year
2) Polar bears population varies depending on a specie, some species are dying and some are multiplying
3) you are right, there is no conclusive proof that humans are causing temperatures to rise, yet there is an absolute proof that those temperatures are rising.

2.why are millitary courts not good enough to provide due process for them?

For those , confused ones - Constitution does not have any provisions for:
- Government Provided Health Care
- Global Warming regulations like Cap and Trade
- Rights of the enemy combatants
- Even Government education
- Taking over banks and other industries
- etc...

btw, 1 year does not break a trend.. it could be an anomaly..
if you look at 100 year temperature chart, it's very jumpy..
