...можно мне объяснить ещё такую вещь, почему если студент не попадает в возрастную категорию, то его отметают на корню...со словами.."ну можно ещё подождать годик другой", даже если он умнее, даже если он представит его работы! Что это не соответствует программе заданного курса?

Чтобы делать подобные заявления, насколько я понимаю, нужно владеть или по крайней мере иметь знания в этом вопросе!
I don't have a degree in economics, if that's what you mean. I am a physicist.
There are some examples (and logic) that I base this observation on.
1. It is clear that many low-tech jobs were sent overseas (if you have a credit card you might have noticed that if you call their information call center, you'd be transferred to one in India, if you buy a TV you might notice that it is assembled in Malaysia, etc). Low-skilled jobs are moving from the US overseas - and there is nothing that govt can do to stop it. C'est la vie.
2. With low-skilled jobs gone the population must be getting other jobs -- either in service industry or in high(er) tech industry. Or get on govt support -- and noone wants it.
3. Service jobs are limited -- and people who take them do not generate new workplaces.

I understand, Alex, you are also paying for my unemployed wife and bunch of other Michigan Engineers who lost their jobs, after, let me see government programs like NAFTA and other BS, which take the jobs away... as well as we are still waiting for "green jobs" and other shovel ready projects...
BTW my company is going to pay back the rest of the money before the end of the summer and is going to be OK for awhile, unless some government pots is going to interfere.
If you did not get it yet, this government is building the "new" society... something we already saw on the other side of this planet.
Luckily the tide is changing... the people are waking up and will stop this madness. .. and before you know, you will wake up in the "cut throat capitalism" once again!(v)

4. Thus government is interested in educating/retraining workers so that they can generate new ideas, open new companies.

Чтобы студенту остаться и реализоваться в Америке, ему правительство не нужно совершенно, ему нужна определённая компания, которая будет финансировать его проэкты в области иследований, которые обеспечат ему будущее, даже если это будущее за рубежом! И, о боги, университетам это нравится, а почему, потому что соответствует их программе и голова не болит у них!

Government does not generate anything, definitely no new sources of revenue. ... easy to understand.
Businesses creating and producing goods generate revenue. If they exist.
For the government to spend they have to get the money from... us, taxpayers. This is unconstitutional redistribution of wealth. Period.

And that's why, Gera, I wasn't mind paying to your company to stay afloat. Because I believe that at the end of the day GM can turn profit and repay the money to me. Although I will not see the check -- but I'll take it in other form. Like a new high speed rail to Chicago. Safety net, in other words. I help you -- and maybe sometimes down the road, if I need help, you help me and do not say -- "It's the American way -- you only help yourself".
So if you see how this can work for GM, why don't you see how it works for other companies/universities?
