Russians always lied and will continue to lie ( or , politically correctly - not share medical records, for a simple reason that they can freely falsify medical records without any repercussions). I many times personally reviewed videotapes from orphanages with prospective parents (for free) . This is the only way to really obtain any developmental information - to spend sometime with the kid , videotape this interaction and then review by independent party. Close-ups tell us about possible fetal alcohol syndrome, interaction allows to evaluate developmental delays, etc....
I have to say that I saw many really nice, well kept orphanages, and people who cared for those kids in their majority looked loving and warm. But.....it's Russia - there are all kinds, people need to be careful
