ОК, ОК, это отличная программа и сейчас непременно найдется человек который скажет "А вот мы как раз с женой собирались поменять свой 1995 FORD F-250 на новую машину и на те, такая замечательная возможность"
И если-б эта программа длилась уже, ну скажем, 3-5 месяцев мне бы и в голову сомнения не пришли. Но учитывая то что миллиард долларов был потрачен за несколько викендов или даже дней, и сейчас конгресс даёт ещё 2 миллиарда у меня возникают сомнения, кто "набросился" на эту программу? Этот ажиотаж напоминает мне adjustable rate mortgage.
Возможно ли что те, которые покупают Brand new car скоро поймут что у них brand new car and insurance payment и что эту покупку они сделали только потому, что не могли пропустить такую "возможность"?

The bad news is, the money is most likely borrowed ... again.
In addition, I agree with your statement below. and... the wave of the spending of the consumers will give a false feeling of the recovering economy, while major indicators, like employment and actual wages (etc...) are still in steep decline.

1. А почему государство вмешивается в такую интимную часть нашей жизни как покупка новой машины? Те кто имел дело с дилерами, поймет, почему "интимную". Бензин вроде бы не является дефицитом и продается по рыночным законам.
2. По этой программе дилер обязуется уничтожить принятую машину до пепла. Не очень приятно что государство отдает наши с вами деньги за уничтожение нормальных работающих автомобилей. Жалко. А еще, кто знает что чистые, кристальной души люди, просто святые - кар дилеры их действительно уничтожают. На баржу и в ДР ?

Gera, of course borrowed. Those who have cash to pay for a new car don't have clunkers to trade in that was registered and insured on their name for at least one year (Rule. See cars.gov)
Jenya, you are mistaking if you think this program is for "really old cars", rule says - it has to be less then 25 y.o. and have 18 miles per gallon fuel efficiency. It could be a 2 y.o. car if you are willing to give it up for $4500

I like how they spent 3 billion dollars without asking me. It's like Mother (big brother) knows best. What comes after a trillion?
How does the environment like millions of tons of trash that the clunkers will produce? One way to help mother nature is to get off the planet, not produce more garbage. Or, maybe, Obama will finally live up to his divinity status and turn trash into treasure (we'll have to pay, of course)
And let's borrow 40 thousand dollars to get a set of wheels and an exorbitant interest rate in lieu of a loan-free car we had. Most of us will default on payments and car dealers and banks will go crazy with repos and loss of revenue. Thus, we'll bail them out, AGAIN.
There's something called a learning curve. We seem to have lost ours.

I might be wrong, but I believe scrap metal gets recycled.

Because of different metals and oils, car recycling process is very complicated, expensive and not environmentally friendly.
